Personal Overview - Highly qualified new MP with a distinguished former career in higher education. Strong local links to the North West, in terms of both Manchester and Bury. Considerable Local Government experience as a senior Councillor on Calderdale Council. Political interests centered around Education, Transport, Environment and Overseas Development. Union links with NATFHE and TGWU. Gained the nomination for Bury North for the 1997 election having been denied nearby Calder Valley due to an all-women short list. Proved to have a rebellious tendency in Commons divisions, over benefit changes and air traffic control privatisation. With the consequent leadership disapproval he is sidelined on the select committees, leaving him with greater opportunities within the All Party committee sphere. Was suspended from the Parliamentary Labour Party in May 2009 after he admitted that he had mistakenly claimed on his parliamentary expenses. He apologised for making an error in his accounting procedures and later announced that he would be standing down at the next General Election. In February 2010 he along with two other Labour MPs faced criminal charges over their parliamentary expense claims, which they strenuously denied. He was also suspended from the Labour Party.

Personal Overview - Elected in 1997, with a keen interest in Local Government sectors of Education and Social Services. Also interested in Law and Order issues. Member of the Co-operative Party. Resourceful and focused - set up Contact Community Care Group in the mid-1980s to provide support for people with learning disabilities. Committed Manchester City supporter. Promotion to junior ministerial office meant he could step aside from the burden of carrying Stephen Byers' bags, instead getting to deal with his own Red Boxes. He has arguably the highest profile of any serving MP (Greville Janner is now a peer) in terms of Jewish links - his wife has worked for Kosher food company Rakusens, and he was employed in Jewish social care services. Staunchly loyalist he has been unfavourably described as possessing 'glutinous fealty'; whatever critics claim, his ministerial promotions initially indicated that he had the favour of the leadership, although sideways moves in both May 2006 and October 2008 may signal a change of fortunes. Was promoted into the Foreign Office at the June 2009 reshuffle.
