Dog ban wanted at play areas and cemeteries

DOGS could be banned from play areas and cemeteries in Bury because of irresponsible owners.

The council is asking the government for permission to bring in the law, with fines for people who break it.

Tom Buggie, facilities manager for parks, countryside, and bereavement services, said the council received more than 100 complaints every year about dog fouling in these areas.

"Some people have knelt at the side of the grave and have noticed paw prints on the soil, and then noticed that they have knelt on something a little less pleasant than grass," he said.

"Certain dog owners take their animals into fenced children's play areas and let the dog off its lead to run around."

A 2004 survey found that dog fouling was the greatest issue of concern in parks and open spaces. There are 400 dog bins on 180 sites, and the cost of emptying the bins is £57,000 a year, although the cost of cleaning up dog waste on the ground cannot be quantified.

Mr Buggie said: "Dogs, other than guide or enabling dogs, have no place in cemeteries or children's play areas. The rights of the bereaved in cemeteries and children in designated places for play take precedence over those who allow their dogs to foul these areas, and who do not have the common courtesy to clear up after their animals.

"We intend to undertake necessary consultations with relevant parties, and present our case to DEFRA for the creation of dog control orders to effectively ban dogs from these specified areas. Enforcement will be by way of fixed penalty notices, maximum fine to be determined."

Residents will be asked for their views at the Local Area Partnership meetings.

elton park, i can say 85% of dog owners are ok, its the 15% that let them down, by not removing there dogs mess,

As a responsible dog owner I think that this is disgusting. For all the idiots out there that let their dogs run wild and crap everywhere, there are still people like me that keep their dog in control and dispose of any mess. As usual instead of clamping down on the idiots, everyone is affected!

you should see whitefield townhall grounds i dont know about dog owners. the pond and surrounding grounds are full of chip trays and drink cans etc.an absolute disgrace what are the council doing about this absoluteley nothing.

As a dog owner myeslf, i often walk my 2 dogs to visit my mums grave, there always kept on a lead, i agree with others they should concentrate on the yobs that do damage to these places!!

Dogs are already banned from the play area near where I live,this is only abused occassionally. The much bigger problem are the groups of teenagers (who are also supposed to be excluded from this area), who leave their rubbish behind after they have finished using foul language and abusing the equipment which is meant for the pleasure of the under 12s. Clearly neither the over 12's or the dogs can read the signs.
Incidentally I am also a responsible dog owner.

I have a suggetion.

Shoot any dog thats not on a lead in a public place.

Whats so hard about that?

Why should responsible dog owners be banned from walking their dogs in parks and cemetaries. Its only a small minority of irresponsible dog owners that give the rest a bad name.
I think Bury Council should fund more dog wardens to do random patrols to catch these irresponsible people and fine them heavily as I believe they now have the powers to do that!
I am also aware that if anyone has evidence of a regular dog walker that is irresponsible you can give that information to the Dog Wardens to follow up.
Doing an overall ban on every responsible dog owner is totally uncalled for.

As a responsible dog owner i agree dogs should be banned from fenced in play areas. My fear would be for the dog getting hurt.
Who are these "certain" dog owners sounds to me more like children who should be out walking their dog.
I regular use the cemetery for walking my dog and don't let her go anywhere near the graves.I always pick up after my dog and hate it when i stand in dog poo it really angers me. why should the majority get punished for the minority there should be random checks made by dogwardens and park keepers to check a dog owner to see if they have the means i.e bags on them to help pick up any mess their dogs makes and if they don't fine them £20 or more.
