It has taken Bury some time since it took over Whitefield, which, at the time, was the most-efficient urban district council of them all.

Don't tell me about how the government cuts are to blame when you can invest millions in other areas, but leave Whitefield in ruins and just to use it to collect council tax to invest somewhere else.
