A DEVELOPER’S plans for new terraced housing have been given the green light, despite removing trees from the proposed site without the proper licence.

Members of Bury Council’s planning committee gave Owl Estates permission to build two terraces of seven homes on land at Hutchinson Way, in Radcliffe.

However, they blocked a proposed eight homes on road safety grounds, as they would “restrict visibility”.

Members of the committee voiced their frustration at finding their “hands tied” in respect of the unauthorised tree removal, as it is not classed as planning consideration.

David Marno, the authority’s head of development management, said the issue fell under the remit of the Forestry Commission which was currently “keeping its powder dry” over what enforcement action it may take.

Speaking in favour of the application, Owl Estates’ agent Barry Cullen said the developer had worked with Bury Council on the development.

He added that the firm was very excited about the project but understood residents’ concerns and had tried to address them within the design of the development.

Objections received by planning chiefs included concerns over parking, flooding, traffic problems and development not being in-keeping with other houses in the area. There was also anger over the tree felling.

Cllr Jackie Harris expressed her displeasure and annoyance over the unlicensed removal of trees at the site.

She said: “We can’t do anything, our hands are tied. I’m impressed the Forestry Commission is looking into this. It’s not uncommon that developers very conveniently clear the trees. I just wanted to make the point that this sort of thing is really not acceptable.”

The committee voted unanimously in favour of the proposals for the housing.
