Charge ‘will affect us all’

Isn’t it a bit disingenuous for the pro-congestion publicity to state that the congestion charge will not affect everyone?
This will affect all of us, either directly or indirectly, because companies will pass all additional costs to the customer.
Why should we pay to provide private companies with new rolling stock when they already receive subsidies paid for by the taxpayer?
