The Lib Dem leader called on Bury to oppose plans to charge drivers up to £5 a day to travel into and out of Manchester. The proposed outer charging zone, bordered by the M60, would include Prestwich.
However, his party was defeated by a Labour/Tory alliance at Wednesday night's council meeting.
l Drivers could be charged to enter Bury under a second phase of plans for congestion charging. The town is one of eight, plus Manchester Airport, identified as areas for possible future charging schemes after the city zones are introduced in 2012.
