Plans to transform a vacant office block near Bolton town centre into 90 flats have been put on hold.
The scheme to convert the Lincoln House in Nelson Street, which was approved last year, has now been amended.
The new application seeks to create four more one-bedroom flats and at the expense of four studio apartments.
But councillors raised concerns about the size of some rooms not meeting national space standards.
They also wanted the developer to contribute more money towards affordable housing or education provision in the borough.
Cringle Co Ltd, which submitted the amended plans, agreed to make a Section 106 contribution of around £136,000.
The plans will be brought back to the committee at a future meeting.
