RECYCLING bins will be delivered to the remaining 28,000 householders who do not yet have them.
The blue and brown bins were not due to cover the whole borough until next year, but have been brought forward 12 months following a budget amendment by the Liberal Democrats, accepted by all sides.
They asked the council to spend £170,000 on the plan, under which the bins will be emptied once every four weeks. All other householders, whose recycling bins are emptied every two weeks, will be unaffected.
Prestwich councillor Tim Pickstone, Lib Dem leader, said: "We feel that all of us need to be involved in recycling. We are currently recycling 23 per cent of our domestic waste in Bury, but we need to recycle 30 per cent by 2009/10 or the Government will bring in fines. We hope that this will help us reach and exceed these targets."
