Plans to convert a former beauty salon into a café and wine bar have been refused over "detrimental" parking and noise fears.

An application to transform the site of the Aura Tree skin aesthetics and beauty parlour on Church Street in Walshaw were rejected by Bury Council after a public consultation.

The council received 19 objections in addition to a 52-name petition against the proposals which raised concerns over a lack of parking, noise, and "unneighbourly" opening hours, should the bar be allowed to open.

The local authority also cited a lack of sufficient information in the application for the bar which prevented the plans from being properly assessed.

In their supporting statement, the application said the café/bar would open from Tuesday to Sunday, with opening hours between 11am and midnight, depending on the day.

One resident, who submitted their objection to the council, said: “It is often near-on impossible to park due to the number of cars of residents and already existing businesses near this proposed wine bar.

“A café/wine bar would intensify the problem of parking at all times, with deliveries and customers. This would affect the quality of life of us Church Street residents.”

Another added: “Please do not allow this business to go ahead. We have very little peace and quiet at present with the volume of traffic and parking at present.”

Following consideration of the application, the council refused planning permission for the bar citing a lack of adequate parking, concerns it would increase noise in the area, and an insufficient application.

It said: “The use of the premises as a cafe/bar would be seriously detrimental to the residential amenities of nearby occupiers, by reason of the noise and disturbance and general activity associated with the proposed use.

“The lack of car parking and adequate servicing within the site would give rise to customers/visitors/deliveries parking and carrying out manoeuvres on the adjacent highway to the detriment of highway safety.

“The application and submitted plans are unclear and contain insufficient information with regard to the proposed use to enable them to be properly assessed.”
