Pennine Care NHS Foundation Trust and the council are investing more than £2 million to refurbish 3 Knowsley Place.
The hub will provide a range of specialist services for thousands of people in Bury and a "better working environment" for more than 300 staff, including nurses, social workers, occupational therapists, psychiatrists, clinical psychologists, and speech and language therapists.
Sarah Preedy, chief operating officer at Pennine Care NHS, said: "This is a significant step forward in our ambition to invest and develop high quality, well-located buildings that will help us deliver excellent patient care and be a good place to work for colleagues.
"By bringing services together under one roof, patients can access a range of mental health and learning disability specialists, who will be working closely together to support and help people in our community."
The ground floor will be redesigned to include 15 consultation rooms, providing a "comfortable and private" environment for more than 8,000 patient appointments every year.
The first and second floors will include offices, meeting rooms, and a range of staff facilities, including breakout spaces, multi-faith areas, education and training spaces, and a digital hub.
Services run by Pennine Care, including Bury NHS Talking Therapies, early interventions team, community mental health teams, and secondary care psychological therapies, will provide assessments, support, and treatment for people with anxiety and depression through to more severe mental health problems and complex needs.
Bury's children and adult community learning disability teams will also be based at 3 Knowsley Place, providing support for children, adults, families, and carers.
Pennine Care NHS has signed a lease until 2035 with the council, and work to refurbish the building is due to start early next year and open in autumn 2025.
Cllr Tamoor Tariq, cabinet member for adult care, health, and well-being, said: "Pennine Care NHS and Bury Council will be moving existing services to 3 Knowsley Place from Humphrey House and Windsor House in Bury, as both these buildings lack the facilities and clinical spaces required to best serve our community.
“By reducing the number of buildings both organisations operate from, and moving to a more modern, sustainable building, we will also be able to reduce our carbon footprint by reducing the amount of energy and resources we use, and improve the efficiency of the services.”
