A former commercial building in Bury has been given approval to be converted into a five-bedroom house in multiple occupation (HMO).

The scheme will see the property at 157 Bolton Road transformed into shared accommodation for up to six tenants.

The application was submitted by Mr Tim Witt of Invest MultiLet & PPB Ltd on behalf of Abad Homes Ltd.

As part of the approved plans, the building will undergo a number of external improvements, including the installation of new doors and windows, the removal of advertisement hoardings and a roller shutter at the front of the property, and the addition of a new access gate at the rear.

Permission was granted subject to a number of conditions relating to noise, highway safety and waste management.

Before any tenants can move in, soundproofing work must be completed to the shared wall with neighbouring property 159 Bolton Road in the communal kitchen area.

The approved rear boundary alterations, including inward-opening gates and footway improvement works, must also be completed before the HMO comes into use.

Bin storage facilities in the rear yard and cycle storage within the basement must be provided before the property is occupied.

Noise reduction measures identified in a report prepared by Acoustic & Engineering Consultants Limited must also be implemented before residents move in.

The decision notice states: "The Local Planning Authority worked positively and proactively with the applicant to identify various solutions during the application process to ensure that the proposal comprised sustainable development and would improve the economic, social and environmental conditions of the area and would accord with the development plan."

Greater Manchester Police provided advice on security measures for the building.

The force said: "The front entrance and rear yard area of the HMO should be illuminated in the hours of darkness via the use of dusk till dawn sensors on the light fixtures."

Police also recommended the installation of an intercom system at the communal entrance, a secure mail delivery system, and that any alterations to the building should meet Secured by Design standards.

The application was registered on October 13, 2025, and approved on October 1, 2026.

The development must begin within three years of the permission date.

Developers are also required to notify the council before work starts on site through a commencement notice.

The decision notice notes that the planning permission only relates to the change of use and associated works, with any other approvals, including those required under Building Regulations, needing to be obtained separately.
